Judy was born on December 23, 1949 in Moscow, Idaho to Clifford and Mary Charles. Judy was a beloved Lummi elder and community member. A retired teacher and life-long learner, she graduated from Lake Washington High School in 1968 and earned her bachelor’s Degree in Education at University of Washington in 1972. Later in her life, she took graduate courses in Education at Western Washington in Bellingham. Judy loved her family, Lummi People, animals and the outdoors. She loved being out in nature. She loved hiking and walking on the beaches with her dogs. Throughout her life, she stepped up to help family. After retiring from her teaching job, she continued to contribute to her community as a member of the Lummi Health Commission. She advocated for focusing on preventing health conditions plaguing our people.

Judy always enjoyed gardening and had a lovely yard. In memory of her grand mother, Dorothy Lear-Charles, she grew raspberries and flowers in her garden.

She also enjoyed traveling to beautiful places to walking and taking hikes in Mexico, Bryce Canyon, Mount Rainier, Snoqualmie Pass, and beaches everywhere.

As an avid animal lover, Judy supported local animal rescue organizations and all her best friends were rescues needing a second chance. She assisted in volunteering for the “Free Dog and Cat Vaccination Clinics,” that were offered at Lummi.

  1. Condolences to family and friends. Judy was a great teacher at Neah Bay, she touched many lives here.

  2. I enjoyed sharing a classroom with Judy at FHS for 2 years. Judy was kind and welcoming to me. We shared an interest in gardening and a passion for teaching. It was early in my teaching career and I had some challenging students. Judy was a great sounding board. I want to extend my sympathy to Judy’s family and friends. The world has lost a dear sweet soul that many will remember with love and fondness.

I can’t remember the last time she and I spoke, but Judith Hottowe was one of the most influential people in my young life. Ms. Hottowe was not only my second grade teacher (1992-1993) at Neah Bay Elementary—she was a hero, a champion, and a friend. In just one short school year as my teacher, Ms. Hottowe helped me realize that things that made me feel “different” were actually things that not only made me special, they also made me exceptional. Looking back, I can confidently say that her example and encouragement early in my childhood were instrumental in shaping me into the man I am today. I send my heartfelt condolences to Ms. Hottowe’s loved ones and want to let them know how much she meant not only to me, but to the countless others she taught over the years.

  5. Condolesenc to family and friends…and thank you for your many years of service to our community….you done well.
